[WISH] work together and publish same worset by different users

When I update a shared workset I like to publish it.

Why do you want this wish?
When updating a workset which is shared but created and published by someone else I can't publish that update. I have to wait until the “someone” has time to publish it.
- Do you have a workaround? And if so, what is it?
Yes there's a workaround, as Admin I can remove the published work and republish it. But then “someone” has the same problem while doing theirs update.
- How big is the problem on a scale from 1 to 5?
