Improve usability of process selection in process portal

What is the problem you encounter?
Our users get confused when navigating to a process in the process portal. When a hierarchy exists of processes, where a main process area (such as 'Primary processes') contains multiple processes, users get confused. If they click on the Primary processes - label or place the mouse on it, a traffic board appears and the text "There's no official process available. ". See picture below.
Please improve this UX-functionality. When I navigate in a file explorer, I don't get error messages if the directory is empty or just contains subdirectories.

Prevent users from getting confused.
Do you have a workaround? And if so, what is it?

How would you ideally solve the problem?
I think a good UX-er can solve this, with validation with users.
How big is the problem on a scale from 1 to 5?
(1 = it would be nice, but definitely not necessary,
5 = I can't work another day without it).
