Link selection list should not filter shared views (that are not shared with me, or owned by me)

User A creates an Archimate view ARCH01, by default a view is Public. User A does not change this status. So the ARCH01-view is still a public view.
User A shares this ARCH01-view with User B for both to be able to make changes to the view. The view still remains public.
User C creates a new view EXAMPLE01 and adds an object. Once this object is double clicked this should open ARCH01. This is done by selecting a link to view ARCH01. In the search box User C types ARCH01 en finds the view under "Public Views", selects it and saves it.
The above is how I want it to work.
This is not how it currently works. Because of the view ARCH01 being shared it is filtered out of the "Public Views"-list. Because it is neither my view, nor shared with me I can not find it in "Shared with me" or "My views" either. The view simply does not exist in the link-selection list, despite it being a public view.
The wish / How to be solved
My wish is to have shared archimate views that are public (and that are not shared with me, nor owned by me) to appear in the "Public Views" list once selecting a Link.
Workaround
I do have a workaround to ask User A to share the view with me (User C) too or temporarily remove the shared users. Then I could add the link and have the original settings restored.
As I am an Admin I also have te workaround to assign the view to me and after creating the link reassign it to the original user.
Priority
I still think this is a bug (for internal ValueBlue references: see also my report #20064) and despite the workaround I would like to have it solved within a reasonable time frame, so maybe priority 4 on a scale of 5.
