Configurable date/calendar display

When using the Date type in a questionnaire field the set date is shown in “American” format (Day/Month/Year). Also the calendar control is shown in “American” format with Sunday as the first day of the week. We wish for it to be configurable in the Admin view. 
 
We start our week on Monday and the standard format for a date is Year-Month-Day.

The "odd" format can/will create confusion among our users.

  We experience the same problem at Lely, please make this configurable.

  I'm getting feedback on this topic from multiple (potential) clients. Ideally the date format should follow the localisation settings of the user's workstation, instead of an Admin configuration setting. Same goes for the timezone (currently everything is shown in UTC).
